Sheriff Promotes Captain and Commander

Friday, September 7, Sheriff Napoleon was joined by executive staff and command in the promotion of 25 year veteran, Alan Bulifant from captain to commander, and Karmen Ramirez, who has been with the agency for 22 years, was promoted from lieutenant to captain. 

In 2011, Commander Bulifant graduated from Eastern Michigan University School of Police Staff and Command; he also attended the Wayne County Sheriff’s Police Academy, in which he completed in December of 1998. Bulifant has is a graduated of Henry Ford Community College, in 1992, he completed associates in arts in Criminal Justice Administration.

Along with a great educational background, Commander Bulifant has many other accomplishments, including:

  • Extensive experience in testifying both in Arbitrations and Court Proceedings
  • Teaching Internal Affairs Class at Corrections Academy for WCSO since 2012
  • Court of Appeals Decision establishing clarity on Garrity Issues Internal Affairs
  • 2009 Prosecutor’s Office Service Award Recipient Felony Nonsupport Unit
  • 2004-2005 Sheriff’s Office Unit Citation Award Recipient Felony Nonsupport Unit
  • 2004-2005 Sheriff’s Office Meritorious Citation Award Recipient Felony Nonsupport Unit
  • Wrote over 4,000 warrant requests while assigned to the Felony Nonsupport Unit.
  • Had over 7,000 arrests made from my cases while assigned to Felony Nonsupport.
  • Collected over $40 Million in back Child Support while assigned to Felony Nonsupport.
  • Guest Speaker for 3rd Judicial Circuit 20th Annual Law Day 2006
  • 2015 Sheriff’s Office Perfect Attendance Award

In addition to his awards, the Wayne County Executive, Warren Evans, has also acknowledged Commander Bulifant for his quick response to a threat of one of Detroit's council members. 

Karmen Ramirez, has shown dedication over the years from working in the jails as an officer to 1996-2008.  By 2008, Captain Ramirez was promoted to police sergeant and served until 2018, where was then given the position as lieutenant, and is now captain.

In 2002, Lieutenant Ramirez was recognized for her academic excellence in the police academy, which resulted in an immediate transfer to the Road Patrol and completion of the FTO program.  After a short reassignment to Division I Bonds, Lieutenant Ramirez joined the Detroit Police Auto Theft Conspiracy task force in 2003.   Within the task force, Lieutenant Ramirez executed several successful search warrants and made several arrests. Lieutenant Ramirez engaged in the New Jail Transition Team (NJTT) project development and design meetings.  Her wisdom and valued input made it evident that the NJTT would benefit from her knowledge.  In June 2012, Lieutenant Ramirez became the Training Coordinator of the NJTT.  She has attended the Direct Supervision Training in Colorado and is developing a plan to train the police personnel and civilian staff of Wayne County.

The dedication and clear execution of leadership has been the foundation of both Commander Alan Bulifant and Captain Karmen Ramirez promotion.
